Applying Bundle Patch results sqlplus to fail : Error 57 initializing SQL*Plus (Doc ID 2577091.1)

Microsoft Windows x64 (64-bit) - Version: 2008 R2

Post applying 11.2.0.4 Jan or July 2019 DB Bundle patch, getting below error message while initializing SQLPLUS:

After rolling back the patch, services can be started as normal
