DST Exadata programed to change when it not supposed to

Checking DST configurations in all nodes that are part of EXADATA they are programmed to change to Daylight Saving Time in November, but the Brazil's government decided to not have DST in Brazil this year anymore.
How is the better procedure to change DST configuration in all Exadata nodes (including cellnodes) to not change the hour in November?
~]$ zdump -v /etc/localtime |grep 201[8-9]
zdump: warning: zone "/etc/localtime" abbreviation "-03" lacks alphabetic at start
/etc/localtime Sun Nov 3 02:59:59 2019 UTC = Sat Nov 2 23:59:59 2019 -03 isdst=0 gmtoff=-10800 --> As you can see here, despite Brazil's government has changed rules for DST this year, Exadata Node is still understanding that SO will change the hour
