gridSetup.sh -dryRunForUpgrade gives "[FATAL] [INS-45516] There Is No Active Oracle Clusterware Home On This Cluster" (Doc ID 2578053.1)

Symptoms

On an Oracle Restart/SIHA,of 12.1.0.2 Version

[GRID_ENV:$:/home/oracle] crsctl query has releaseversion
Oracle High Availability Services release version on the local node is [12.1.0.2.0]

An attempt to run the gridSetup.sh -dryRunForUpgrade gave the below error:

[GRID_ENV:/home/oracle] /u01/app/19.0.0/grid/gridSetup.sh -dryRunForUpgrade -silent -responsefile /u01/app/19.0.0/grid/install/response/19c_grid_install.rsp
Launching Oracle Grid Infrastructure Setup Wizard...

[FATAL] [INS-45516] There is no active Oracle Clusterware home on the cluster.
ACTION: In order to perform dry run upgrade, Oracle Clusterware needs to be configured and running.
