Attempt to create a queue table with long name fails with the following error:

ERROR at line 1:
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "SYS.DBMS_AQADM", line 115

This issue occurred after upgrading the database to 12c.
