MGMT database did not get created after reconfiguring 18c Grid Infrastrucure (Doc ID 2578490.1)

Customer de-configured the existing cluster and reconfigured it.

After running root scripts and the post action script,it was found that MGMTDB was not created

$GRID_HOME/gridSetup.sh -silent -executeConfigTools -responseFile /software/grid18c.rsp
