Symptoms

When configuring FRA (Fast Recovery Area), archive log generation is failing with repeated errors in the alert.log.

This issue may be seen after configuring FRA (DB_RECOVERY_FILE_DEST_SIZE and DB_RECOVERY_FILE_DEST), or after restarting the database with different umask setting.
