Symptoms
Issue is Similar to ORA-600 [2251] [65535] [4294967295] or ORA-600 [kcbr_apply_change_11] due to invalid SCN 0xffff.ffffffff (Doc ID 20641666.8)
However the database is already in DBPSU where the fix for the Bug is included .
