Symptoms

View creation with an invalid column causes session to hang in 19.3.0. The same DDL used to successfully complete in 11.2.0.4.

This database was recently upgraded from 11.2.0.4 to 19.3.0.

If the invalid column reference is removed the view compiles correctly.
