Symptoms
Grid Infrastructure upgrade from 12.1 to 18c/19c (Target Grid Infrastructure Home) failed from <node1>. Further performed online downgrade followed by offline downgrade referring documentation steps. However clusterware state is still reporting ROLLING UPGRADE than NORMAL.
