Sessions Gets into Unknown state After Migrating To 18c

To reprodice the issue:

- start sqlplus @test2.sql

- it will execute some steps and asks to press Enter. Don't press any at that moment

- in OTHER session execute test2_second.sql

- return to console, keeping first session, waited for pressing Enter

- press Enter

Session hangs forever with out of responding, and 'ACTIVE' status in v$session
