AIX : Grid 19c Install Fails With "Out Of Memory!" while running root.sh (Doc ID 2593640.1)

Oracle Database - Enterprise Edition - Version 19.3.0.0.0 and later
IBM AIX on POWER Systems (64-bit)

Symptoms

At the end of Grid 19c (19.3) install, when executing root.sh script, we get following error message

INFO:  [Sep 3, 2019 12:10:50 PM] status of GI Install script execution is:false
INFO:  [Sep 3, 2019 12:10:50 PM] *********************************************
INFO:  [Sep 3, 2019 12:10:50 PM] Execution of GI Install script is failed on nodes : <HOSTNAME1>

Execution status of failed node:<HOSTNAME1>
Errors  :
Performing root user operation.

The following environment variables are set as:
   ORACLE_OWNER= grid
   ORACLE_HOME=  <$GI_HOME>/grid
  Copying dbhome to /usr/local/bin ...
  Copying oraenv to /usr/local/bin ...
  Copying coraenv to /usr/local/bin ...

Entries will be added to the /etc/oratab file as needed by
Database Configuration Assistant when a database is created
Finished running generic part of root script.
Now product-specific root actions will be performed.
Relinking oracle with rac_on option
Using configuration parameter file: <$GI_HOME>/grid/crs/install/crsconfig_params
The log of current session can be found at:
 <$GI_BASE>/crsdata/<HOSTNAME1>/crsconfig/rootcrs_<HOSTNAME1>_2019-09-03_12-10-46AM.log
Out of memory!

Sometimes,the error may also occur for rootconfig script,as per gridSetupActions<timestamp>.log
