UTL_HTTP.BEGIN_REQUEST Fails with ORA-28788 after Application of Database July 2018 Release Update/Windows Bundle Patch 12.2.0.1.180717 (Doc ID 2593922.1)

Symptoms

The invocation of UTL_HTTP.BEGIN_REQUEST() with the parameter 'HTTPS_HOST' set to a string containing '*' fails with "ORA-28788: user provided invalid information, or an unknown error" after application of Database July 2018 Release Update or Bundle Patch 12.2.0.1.180717. The function works absolutely fine without the patch applied. The function also works if the parameter 'HTTPS_HOST' is omitted after application of the 12.2.0.1.180717 patch. The following anonymous block can be referenced as an example.
