The invocation of UTL_HTTP.BEGIN_REQUEST() with the parameter 'HTTPS_HOST' set to a string containing '*' fails with "ORA-28788: user provided invalid information, or an unknown error" after application of Database July 2018 Release Update or Bundle Patch 220.127.116.11.180717. The function works absolutely fine without the patch applied. The function also works if the parameter 'HTTPS_HOST' is omitted after application of the 18.104.22.168.180717 patch. The following anonymous block can be referenced as an example.
