EUS Users Cannot Connect (ORA-1017) Due To Not Being Identified Globally (Doc ID 2594007.1)

Symptoms

EUS users configured to use a shared schema cannot log into the database, instead getting "ORA-1017: Invalid username/password; logon denied".

A 28033 trace shows that ldapsearch fails with error 28304.  (For details on 28033 tracing, see Note 453853.1, Section III.)
