OpenVMS: ORA-12570 After Failed Migration or Failed Patchset Installation (Doc ID 259414.1)

During a database migration, a patchset installation, or while setting up RAC instances, you experience a failure which disconnects you from the database.

Attempts to connect to the database fail with ORA-12570 errors.
