ORA-01017 when connecting to the Snapshot Standby Database as non-sys user

Symptoms
After converting the physical standby database into a snapshot standby database non-sys users were not able to connect to the database, only sys user was able to connect to the database.
The error returned was ORA-01017: invalid username/password
The same connections using non sys users could be made when the database was opened in read only mode before the snapshot standby conversion.
Changes
Converted physical standby into snapshot standby for application tests.
