Symptoms

After upgrading from to 19.3.0.0,
the following error is observed in the alert log:

Note that these are two separate and distinct messages:

A)  Information: Dictionary Credential Encryption is NOT enabled

B)  joxcsys_required_dirobj_exists: directory object exists with required path /oradata/19.03.00r2/javavm/admin/, pid 44171522 cid 0

Changes

 Upgraded to Oracle Databse 19.3.
