Oracle ODBC Driver is Installed but Does Not Show Up in the ODBC Administrator

You have installed the 32 bit Oracle client software on a 32 bit operating system, but when you look in the ODBC Administrator you do not see the driver listed under the "Drivers" tab and hence cannot create a Data Source Name (DSN) against the Oracle ODBC Driver.
The following conditions are also true:
o If you check the Oracle Universal Installer (OUI) you will see that the
Oracle ODBC Driver shows up as being installed.
o If you check the registry at the following location
- you will see that there is a folder with the name of the Oracle ODBC
Driver containing the appropriate keys and
- inside the "ODBC Drivers" folder there is the name of the Oracle ODBC
Driver with a value of "Installed"
The ODBC Driver appears to be installed correctly but is unable to be used.
