Failure To Set Audit_log User/filter On Replication Slave With OK Response, No Error Logged (Doc ID 2607897.1)

Goal

Why when upgrading from 5.7 to 8.0 version there are no audit_log users/filters set and none can be added?

The server instance returns an OK response, logs no errors or warnings (even with log_error_verbosity set to 3), but doesn't add the user/host or filter to the mysql.audit_log_user table.
Nothing appears wrong with the audit_log plugin configuration, the plugin is loaded, no error is returned when invoking select audit_log_filter_set_user() UDF and yet no results are showing.
