Windows: Listener on Windows OS can Hang or Become Slow to Respond if "FireEye" Security Service is Running (Doc ID 2612592.1)

Symptoms



Remote client connections hang or are extremely slow to become established to the database.
The alert reveal a lot of these error messages that correspond to the connection failures.

Fatal NI connect error 12537, connecting to:
 (LOCAL=NO)

Also, the listener process is slow to respond when issuing any commands, such as LSNRCTL status or services.

There are no errors in the listener log that correspond to this problem.
