WINDOWS : ORA-20001: Latest xml inventory is not loaded into table ORA-06512: at "SYS.DBMS_QOPATCH" in alert.logs of several DB Instances ,after Server reboot (Doc ID 2616202.1)

Symptoms

 On a Windows Setup with 1 Oracle Home & multiple Database Instances,Whenever the Server is rebooted,the below messages are logged in the alert.log(s) of some/all Instances:

Unable to obtain current patch information due to error: 20001, ORA-20001: Latest xml inventory is not loaded into table
ORA-06512: at "SYS.DBMS_QOPATCH", line 2472
ORA-06512: at "SYS.DBMS_QOPATCH", line 889
ORA-06512: at "SYS.DBMS_QOPATCH", line 978
ORA-06512: at "SYS.DBMS_QOPATCH", line 2427
ORA-06512: at "SYS.DBMS_QOPATCH", line 852
ORA-06512: at "SYS.DBMS_QOPATCH", line 2452
