Goal
The goal of this note is to provide an explanation for and the solution to the message "Nothing needs to be done... already in version <targetversion>" when attempting to upgrade or downgrade the base JDK version inside the 12.1 database instance using the Perl script '$ORACLE_HOME/javavm/install/update_javavm_binaries.pl' but below query is not showing the target version.
