19c OCI Application Takes 1 Second When Exiting Application (Doc ID 2617175.1)

Symptoms

When 19c OCI application exits (disconnecting from 19c database and finish an application itself), it takes 1 second.

This issue is caused only when using 19c OCI applications(SQL*Plus and other precompiler applications like PRO*C, PRO*COBOL and so on) and 19c database.
