Symptoms

After database upgrade from 11.2.0.4 to 12.2.0.1, the AQ propagation is failing when the a shutdown is in Progress, and following is generated:

ORA-00600: internal error code, arguments: [kwqjschupd: execute], [1403], [],[], [], [], [], [], [], [], [], []
ORA-01403: no data found
ORA-01089: immediate shutdown or close in progress - no operations are permitted
