Symptoms

Create Materialized view using DB-link is failing when there is a function used in remote table

 * Create Materialized view is failing after enabling parallel execution in 11G Database, the Materialized view is using parallel execution plan and hitting errors

 * Create Materialized view is failing after upgrade the Database to 12C
