While starting VM - Error: Not enough free memory and enable-dom0-ballooning is False,

So I cannot release any more.  I need 258871296 KiB but only have 256219028.

Changes

 While preforming ODA 18.7 patching on ODA Virtualized Platform (ODAVP).

 

NOTE: This issue is confirmed reported on both ODA X5-2 and X4-2 Systems.  Suspect others hardware platforms are also be affected.
