Extended Statistics Generated on Columns of Locked Partitions Caused Stats to run Longer on 12.1 (Doc ID 2623587.1)

Symptoms

Global stats gathering is taking a long time to finish.

 

Changes

Multiple partitions for the table in 11.2.0.4 and statistics locked on all partitions. Job would create a new partition, load data and then statistics would be captured on just this new partition. However after Database Upgraded from 11.2.0.4 to 12.1.0.2, the Statistics Job execution time would take huge time to finish.
