Symptoms
This document describes the default value of CPU_COUNT in an ASM instance, when a value is not explicitly set.

CPU_COUNT
:
When a value is not explicitly set for CPU_COUNT,
the maximum default value for CPU_COUNT is 2 for an Oracle ASM Proxy instance,
4 for an Oracle ASM instance, and 8 for an Oracle IOServer instance.
CPU_COUNT
:
When a value is not explicitly set for CPU_COUNT,
the maximum default value for CPU_COUNT is 2 for an Oracle ASM Proxy instance,
4 for an Oracle ASM instance, and 8 for an Oracle IOServer instance.
However, on 19c, it is possible for CPU_COUNT to go over 4 when there are more cpu cores.
