On : 19.4.0.0.0 version, RDBMS

View SYS.CDB_SCHEDULER_JOB_DESTS is invalid after 19.4 Upgrade

After 19.4 upgrade, the View CDB_SCHEDULER_JOB_DESTS is stated invalid. compile fails with the Error Code: ORA-04023 Object could not be validated or authorized.

The Select within the View can be executed without an error.
