How to Reclaim Space from XDB.XDB$RESOURCE (Doc ID 2628453.1)

Goal

After deleting resources from the XDB's repository, space usage of XDB.XDB$RESOURCE does not decrease. The query output below shows that the "XMLDATA"."XMLLOB" LOB segment of XDB.XDB$RESOURCE is using up ~24GB, however, Enterprise Manager reports ~84GB is being used.
