Symptoms
After upgrade from Oracle Database version 12.1 to 12.2 or higher, View DBA_USERS_WITH_DEFPWD contains the users with non default password in place.
Changes
Database was upgraded from 12.1 to 12.2 or higher version up to 19.5.
