In multi-tenant environment connecting to PDB fails with ORA-600 [kpopappe: Service Is Null!] error

Symptoms

Batch jobs using database link fails with below error

ORA-00600: internal error code, arguments: [kpopappe: service is null!], [], [], [], [], [], [], [], [], [], [], []

If we try to connect to the PDB as below, it fails with ORA-44787 error:
