Oracle Database 18 and 19c Restarts when Using DBCA to Register a New 18/19c Database with OUD

When registering DB 18/19c with OUD12c, the DB restarts on its own without anyone issuing the command. A warning is logged in the logs & the DB gets restarted.
This issue was not noticed in previous versions of DB 11 or 12.
This (restart) is not initiated by anyone & the following message is displayed in the logs
++ dbca -silent -configureDatabase -sourceDB xyz -sysDBAUserName SYS -sysDBAPassword registerWithDirService true -dirServiceUserName uid=eusdba,ou=Apps,ou=Admin,o=abc -dirServicePassword -walletPassword
++ tee rundbca.out
[WARNING] [DBT-16002] The database will be restarted in order to configure the chosen options.
Prepare for db operation
Goal
It has been found that in 18c when 'dbca' is run with 'registerWithDirService' it is automatically restarting the db. In previous versions the dbca command would first ask to 'restart now' when needed. In 18c it is not providing this option and the db is just shutting down and restarting. The expectation based on previous versions is to be provided the option of restarting due to that has been the behavior. Administrators might not be ready to have the db to suddenly shutdown when they register the db.
