Dmu Not Starting On Windows Server (Doc ID 2631757.1)

Goal

I downloaded and unzipped patch 30149496 using link https://updates.oracle.com/download/30149496.html on Windows 2016 64bit server in D:\dmu folder.

Now, when I double click on dmuW64.exe or dmu64.exe, nothing happens. Program does not start. I also tried dmuW32.exe or dmu32.exe but same result.
