Unable to create a wallet or add certificate with -jsafe option.

orapki wallet add -wallet <wallet_home> -trusted_cert -cert <cert_directory>/certificate.cer -jsafe

Enter wallet password: PKI-02003: Unable to load the wallet at: <wallet_location>

Same operation without the -jsafe option is successful.

This is likely a new implementation or first time creating a wallet with the -jsafe option.
