12c Encrypted Gateway Parameters do not longer work with 19c Gateway

Goal
There are some gateway init parameters encrypted using dg4pwd. For upgrades from 11 to 12c it was possible to copy the pwd file containing the encrypted gateway parameters to the new installation. When copying a 12c gateway password utility encrypted file containing for example the HS_FDS_RECOVERY_ACCOUNT and HS_FDS_RECOVERY_PASSWORD distributed transactions fail with error:
ORA-02054: Transaktion 35.14.838145 unterbrochen, Transaktionsausgang ungewiss.
