12c Encrypted Gateway Parameters do not longer work with 19c Gateway (Doc ID 2634681.1)

Goal

There are some gateway init parameters encrypted using dg4pwd. For upgrades from 11 to 12c it was possible to copy the pwd file containing the encrypted gateway parameters to the new installation. When copying a 12c gateway password utility encrypted file containing for example the HS_FDS_RECOVERY_ACCOUNT and HS_FDS_RECOVERY_PASSWORD distributed transactions fail with error:

ORA-02054: Transaktion 35.14.838145 unterbrochen, Transaktionsausgang ungewiss.
ORA-28500: Verbindung von ORACLE zu Fremdsystem gab diese Nachricht zurück:
[Oracle][ODBC DB2 Wire Protocol driver][UDB DB2 for OS/390 and z/OS]*.HS_TRANSACTION_LOG IS AN UNDEFINED NAME. {42S02,NativeErr = -204}
ORA-02063: vorherige 2 lines von DRDA_DD1GORGT_NODE9
02054. 00000 - "transaction %s in-doubt"
*Cause: network or remote failure in 2PC.
*Action: Notify operations; DBs will automatically re-sync when the
  failure is repaired. Monitor pending_trans$ for final outcome.
