Symptoms

CREATE PLUGGABLE DATABASE XXXXX FROM XXXXXX@clone_link RELOCATE keystore identified by "xxxxxxx";

Pluggable database created.

SQL> alter pluggable database XXXXXXXXX open instances=all;
alter pluggable database XXXXXXXXX open instances=all

ORA-65107: Error encountered when processing the current task on instance:1
ORA-00283: recovery session canceled due to errors
