Purpose

The purpose of this note is to demonstrate a workaround for <BUG 3419417> DBMS_XMLPARSER.SETVALIDATIONMODE DOES NOT WORK 

The workaround is to tell the XDK parser to not to validate against a DTD even though the <DOCTYPE> tag is present.

Scope

It is intended for XML developers, DBAs, and analysts who want to integrate XML and Oracle.
