Symptoms

SQL's are not getting shared due to BIND_EQUIV_FAILURE in 12.2.


Applying a Patch 28794230 did not help, after applying the patch still see BIND_EQUIV_FAILURE being the reason for multiple children for 1 sql.
Due to this issue customer is getting "ORA-00600: internal error code, arguments: [KGL-heap-size-exceeded]" error, which leads to shared pool contention and database crash.


Changes

 Upgraded the database from 12.1 to 12.2
