Symptoms
DBCA fails to create any new container database with 1 PDB after applying the following Patch:
Windows Database Bundle Patch : 19.5.0.0.191015 (30151705)
DBCA fails with the following error:
"Error while restoring PDB backup piece"
This is port-specific problem that takes place on Windows x86-64 only after applying the noted Windows Bundle Patch.
