Symptoms

Customer seeing high resmgr: CPU quantum waits occasionally on production database.

The database that is having issues has below setup with respect to resource manager and their CPU_COUNT is 28 on a server with 72 CPU.

The PDB that is having issues is PDBXXXX1P. If we observe this PDB has 35 utilization limit with 2 shares and it can go up to 9.8 average running
sessions(35 of 28 CPU).
