USER_MVREF_RUN_STATS contains records with NULL in both START_TIME and END_TIME

Symptoms
Mview-refresh-statistics gathering is a materialized view feature that is new in 12.2. Currently the mechanism collects information for the purpose of diagnostics/reporting. In future versions, these statistics may also be used to improve refresh performance.
If we create a materialized view on remote table via DBLINK then perform a refresh, a record in USER_MVREF_RUN_STATS is created with NULL in both START_TIME and END_TIME. Even worse theses records can not be purged by dbms_mview_stats.purge_refresh_stats.
Materialized view was created using remote table via DBLINK instead of local table.
