DBCA fails with [DBT-00006] The Logging Directory Could Not Be Created

Symptoms
On : 12.2.0.1 version, Database Assistant
[DBT-00006] The logging directory could not be created.
Possibly after install patch 30593149 you get error :
Cause-"/cfgtoollogs/dbca" does not have the required privileges or is invalid.
Action-Verify path is valid and has the right privileges.
Summary -[DBT-00006] The logging directory could not be created.
