Symptoms
-- Setting up case-insensitive comparison in XDB causes issues like ORA-01422 on resource_view and xdb$resource views.
-- It is not supported to use XDB with NLS_SORT=BINARY_CI and NLS_COMP=LINGUISTIC until 19.4 and 20c onwards.
