Is it possible to partition a table on a date Column with DD-MON-RR format (Doc ID 2644225.1)

Goal

Trying to create a partition table on a date column that is formatted DD-MON-RR errors with ORA-14120

Example :- 

Trying to use the date format (to_date('01-JUL-16','DD-MON-RR')) 


 PARTITION BY RANGE (DATE_STOCK_OUT)
 (PARTITION INVOUT_Y2016_P07_W0 VALUES LESS THAN (to_date('01-JUL-16','DD-MON-YYYY')) SEGMENT CREATION
 IMMEDIATE
  PCTFREE 10 PCTUSED 40 INITRANS 1 MAXTRANS 255
 NOCOMPRESS NOLOGGING
  STORAGE(INITIAL 8388608 NEXT 1048576 MINEXTENTS 1 MAXEXTENTS 2147483645

Fails with error: ORA-14120: incompletely specified partition bound for a DATE column
