Partitioning Feature Usage statistics is not captured in DBA_FEATURE_USAGE_STATISTICS View (Doc ID 2644606.1)

Symptoms

Even though there are many Partition Tables owned by NON SYS/SYSTEM Users (i.e Application User Schema), Partitioning Usage Statistics is not captured in DBA_FEATURE_USAGE_STATISTICS View. When You query DBA_FEATURE_USAGE_STATISTICS View, There wont be any entry for DETECTED_USAGES column for Partitioning (user).
