Symptoms

We see below error stack in the alert log of Catalog database. 

WARNING: too many parse errors, count=10467 SQL hash=0x2473a808

PARSE ERROR: ospid=15936, error=6550 for statement:

2020-02-25T09:08:28.289959-05:00

BEGIN :owner := dbms_rai_owner; END;
