EXPDP/IMPDP Fails to Run for Application Schemas Without Datapump Privileges (Doc ID 2646402.1)

Symptoms

The following Export/Import privileges are granted to user <application user>.

SET lines 80
COL privilege FOR a40
SELECT grantee, granted_role, default_role
FROM dba_role_privs
WHERE granted_role IN ('DBA', 'EXP_FULL_DATABASE', 'IMP_FULL_DATABASE')
ORDER BY 1,2;

GRANTEE                       GRANTED_ROLE                     DEF
-------------------- ------------------------------    ---------
<application user>       EXP_FULL_DATABASE                 YES
<application user>       IMP_FULL_DATABASE                 YES

The following errors are seen when running Data Pump export.

expdp <application user>/<password> parfile=<parameter filename>.txt.   

The parameter file contains:
DIRECTORY=DATAPUMP_NEW
DUMPFILE=<export dmp filename>%U.dmp
FILESIZE=1GB
LOGFILE=<export log filename>.log
CONTENT=DATA_ONLY
PARALLEL=1
QUERY=" where order_seq_id = <value>"
TABLES=(<list of application tables>)
