ODA 18.6 or Higher Error Getting "Repository Data for ol6_x86_64_userspace_ksplice" "Repository not found"

Symptoms
After applying / upgrading the ODA to 18.6 or higher (Bare Metal or ODAVP) the following command generates an error:
$odacli describe-component
"Error getting repository data for ol6_x86_64_userspace_ksplice, repository not found"
Also: the root account is receiving periodic system mail alerts written to (/var/spool/mail/root file)
