Symptoms
On : 19.4.0.0.0 version, Clusterware
When running the rootupgrade.sh script on the last node of the cluster, it almost completes, but gives this error:

So - it looks like I need to be able to enable the clusterware health analyzer for this to succeed. If I look at the cha status I get this:

/u01/grid/19.0.0.0/bin/srvctl status cha
Oracle Cluster Health Analysis Service is disabled
Oracle Cluster Health Analysis Service is not running.
#############
The chactl command has several options, but enabling cha is not one of them. I cannot complete the clusterware upgrade without this.
