Goal
On-premise EE has the following differences:
ALTERNATE_PLAN_BASELINE
Ver 19.3: AUTO
Ver 19.4 or later: EXISTING
Ver 19.3: AUTO
Ver 19.4 or later: EXISTING
The manual also states that "EXISTING" is the default.
